I cannot start Photoshop installed on a Windows 8 PC from Creative Suite Design Standard 5; in stead get Error 6 - adobe_caps.dll missing or corrupted, 0xc000007b. Does this version operate on Windows 8?

I have installed Creative Suite Design Standard 5 twice on my new Windows 8.1 HP Envy but cannot open the app.  Error 6 appears together with the message that adobe_caps.dll cannot be found (location 0xc000007b).  Does CSDS 5 install and open on Windows 8.1 (64 bit OS)?
