I had the same problem with an AMD HD5000 series card. A lot of googling finally found me the answer. Go to the photoshop install directory (where the photoshop.exe is located). You will find a file 'sniffer.exe' there too. This checks the capabilities of your graphics card on launch. If you rename this sniffer.exe (put an underscore in front of the name) then that stops the crash on start up. I guess if cannot detect the graphics card and so does not try to use it.
