I had this issue too and I was able to follow the steps posted and got it working but I feel that Adobe support should try to provide either a fix in the download code or more meaningful error messages. The screen error message I got was misleading in that it made the fix (ie. re-download and re-install) look simple whereas it's much more complex than that. It takes a lot of time and care to do the fix described here.
The problem is clearly quite common and should be listed in "Known Issues".
