If that doesn't work, try going to Adobe.com and sign in there, then click the button under your name which is Manage Your Account. You'll probably need to log in again, but once you've done that the manage screen has a region setting in the lower left corner of the block (looks like a small world map with the region listed next to it and it's a link --easy to miss).
